Yes, the vi family of editors is just as valid a choice as emacs (and have arguably been the better choice for longer, it's just that personally I could never get on with modal editing)
I'm missing a good way to turn on/off plugins and settings depending on the directory. Eg turning off rust-analyzer on some projects, or using pyright instead of mypy as the LSP.
Coincidentally, I am reading 'Scale' by Geoffrey West where this concept of impedence matching is discussed (amongst many other things). It is fascinating how impedence matching was arrived at in biological systems viq evolutionary pressure to optimize energy usage.
Who was it ? The ^US government^ .. or for that matter, any government or corporation doesn't pursue litigation. It is humans who make this decision (at least for now ...).
Who in the government bureaucracy made the decision and followed through? It's sad that we've become accustomed to accept governments/corporations as entities by themselves when they clearly aren't.

Look at it from the perspective of a manager above individual developers. Their instructions to those devs are already a series of non-deterministic incantations. They ask for things in English and get something back in Git a week later!
We've just pushed that indirection down a level from managers to ICs.
The ICs are shocked and surprised that this level of imprecision is allowed.
Their managers are not shocked at all, this is normal for them!
The managers, aren’t on the hook for actually understanding and delivering the work, or fixing the system a week later when the vagaries of their wand-waving request come home to roost though.
They’re typically on the hook for making sure those tasks are accomplished, however. I’ve spent 30 years in this industry doing my best to avoid that role, because that’s a terrible place to be.
You're applying the doorman fallacy here. This has been discussed a lot. Honestly, the sooner the industry accepts that we aren't there yet nor does the current architecture enable us do get there, the sooner we can make progress towards that ideal state.
It already can to a fairly large degree by setting the temperature to 0, fixing the seed and tweaking other deterministic settings. Removes all that probability and gives you something pretty boring, at least from a semantic perspective.
tl;dr Since nobody really understands why or how any of this shit works, last time around we just threw a bunch of crap at it to see what stuck. Seems like we could just have have thrown less crap.

I wouldn't be too sure about the immigration part, when even a software engineer hire for a defence/defence adjacent job requires jumping through a number of bureaucratic hoops of security clearances. Even the companies with deep pockets don't always get the best people in the world -- they just get the best people that HR can actually hire.
That's often true, but less true than it was a decade ago. Private, commercial space companies are a lot more numerous now. Sure, most of them have military contracts/oversight as well, but there are more opportunities with them that don't require military/government certification/authorization of immigrant hires than there were previously.
Also, there are plenty of space companies that aren't in the US/UK/China who are hiring (and more willing to work with non-domestic employees since they're playing catch-up), and plenty of companies in US/UK/China who employ contractors that aren't subject to the same hiring restrictions as the first-party/defense-contracted company.
There are a lot more specialized/high-expertise roles here than the ones critical to a nation's space program (or fungible with making weapons). Random examples off the top of my head include crew/life support expertise, launch facility engineering, LEO consumer telecommunications, and more. Space hasn't been fully commodified/detached from government interests--not by a long suborbital burn--but it's moving that direction enough to thaw out the ability to immigrate for work a bit.
What are you basing this on? AFAIK space is still exactly the same, at least in the US. Rockets fall under ITAR and so all hiring at companies working in rocketry is generally going to fall under those regulations which exclude everybody except US citizens/permanent residents. ITAR covers anybody who might come in contact with controlled technologies, so even a e.g. janitor's going to hired with ITAR compliance in mind.
