This is ahistorical nonsense. White immigrants are perfectly capable of retaining native prejudices. Localized tensions among Eastern European immigrants in the earlier 20th century have been documented.
And any immigrant group regardless of race will align with American culture a few generations in.
If by not fitting in you mean that they will continue to look different and retain some links to their ancestral culture then sure.
Unless he has an actual plan for effective global enforcement of his proposed policy, this is all just posturing at best, and a transfer of power to adversarial foreign states (that have no such moral qualms and worries around superintelligent AI) at worst.

I don't know what the solution is, but what I do know is almost nothing good will come out of _just_ the US pausing.
For most people around the world America is more of a threat than China. Heck for most Americans the American government is more of a threat than the Chinese government.
Model serving and inference will be trivial in the long term, right now it's a real choke point. Being able to do that with domestic chips is an important win.
