You seem to assume that the government will need to access all accounts at Google individually, and will have to work equally hard for the first one as for every subsequent one. Why is it not a likely risk that Google is thoroughly "compromised" by the government? We have seen this before, when another company was in a similar position regarding access to user's communication:
