I definitely agree that Composer/Packagist are the way forward for PHP, and they are gaining momentum and support. What always helps is solid documentation, which seems to be coming along. There's now a site up at getcomposer.org with info about the Composer file schema and usage, which will really help frameworks looking to adopt it.

It appears frameworks can implement their own package type handlers, and specify alternate target directories, which goes a long way towards making it possible to integrate it with their own package formats.

I can see in a year or two's time the standard across PHP apps and frameworks becoming "add this add-on to your composer.json and install via `composer.phar install`"
