The ISS is considerably higher up in orbit and as a result would have to cover more distance. It does not have enough fuel.

Plane changes at higher orbits cost less. In fact, one of the ways to do them cheaper is to burn fuel to raise the apogee, plane change, then burn back.
Still, the ISS just can't do that.
